Mutt Wrathbone was identified by the Holy Government as having the genetic predisposition to be a sociopath. Instead of eliminating Mutt, or locking him up, HG recruited him for a new program that uses the lack of conscience to remove undesirable specimen from the population in order to strengthen the gene pool.
